All serious radio who broadcast has a web-radio. But the broadcasters need to have a good webmaster, that's why all local and associated radio hasn't got one. You can listen any web-radio by searching his site on the web. Some web-radios broadcast only on Internet. You can't listen it with your post, only with your computer.
Podcast
Podcast is a new radio format. Podcast can be listened on a computer but on a mp3 player too. Podcast are often made by non-professional people. It's consist of suscribing a programm. Thanks to a new technology, RSS, as soon as the podcaster put his programm on line, your computer download it automatically. You can listen this podcast on your computer or put it on your mp3 player.

What do you need ?
You need a lot of time, a brain with much imagination, a very good PC or a cummon Mac and the copyrights if you want to broadcast/podcast music.
Step 1 :
Think about what you want to do. Do you want to podcast music, debates, lectures ? Which form, how often will you publish ? How long is a programm ? I advise you to begin by making a podcast.
Step 2 :
Record, your music or your voice and cut it whith a software as Garage band.
Step 3 :Publish your programm by putting it on itunes or sites on the web.
